To ask the Secretary of State for Scotland what guidelines his Department has issued to the roads departments of Scottish local authorities relating to the provision of traffic calming measures with particular reference to the traffic flows necessary to justify these measures. [25333]

The Scottish Office Industry Department issued guidance on traffic calming to local roads authorities in October 1994. This refers to traffic flows and advises local authorities that traffic calming is more suited to roads which have lower traffic levels and is likely to be inappropriate on high-speed roads with high volumes of through traffic. The guidance also indicates that traffic calming should not be discounted on busier routes since such treatment may be used to tackle a particular road safety problem. The final decision on which roads, other than trunk roads, should be treated with traffic calming rests with the local roads authorities themselves.
