To ask the Secretary of State for Health what assessment she has made of the extent to which the Benson and Hedges "Gratis" campaign breaches the voluntary agreement on tobacco advertising in respect of(a) the encouragement of smoking in general, (b) the offering of incentives to smoke more than the average, (c) the linkage of smoking with a healthy life style and (d) the linkage of smoking with children's gifts; what action she intends to take in respect of the campaign; and if she will make a statement. The content of advertisements is governed by the cigarette code, which forms part of the voluntary agreement. It is for the Advertising Standards Authority to arbitrate on whether the cigarette code has been breached. I understand that a formal complaint about the "Gratis" campaign has been made to the ASA, and it will be conducting an investigation.
