§ Mr. ForthThe Department consulted the Welsh Office about the text of our letter of guidance which issued on 21 January 1994. Circular 19/95, which is the responsibility of my right hon. Friend the Secretary of State for Wales, is based closely on the text of that letter. These documents do not provide an authoritative interpretation of the law; that is a matter for the courts.
