The percentage of young people entering higher education is given by the age participation index—the number of full-time undergraduate new entrants aged under 21 expressed as a percentage of the 18-year-old population. The API is available only from 1985–86 onwards and the information is as follows:

when 38.1 per cent. and 39.9 per cent. respectively of young people aged 21 or under had achieved this standard.
