To ask the Secretary of State for Social Security if he will propose that child benefits should be renamed child cash allowances, that the cost should be deducted in national accounts from taxes received by the Exchequer and that the levels should be decided by the Chancellor in common with personal tax allowances. No. Child benefit is proper to this Department's vote and will continue to be treated in national accounts in the same way as all other social security benefits.
