§ Mr. JackThe Commission did not produce a fiche d'impact in respect of directive 94/71 which amends and relaxes certain requirements of the milk hygiene directive—92/46. During the negotiations on directive 94/71, the Government pressed successfully for the easing of requirements in respect of somatic cell counts which would have imposed a heavy burden on the UK dairy industry.
