§ Mr. Douglas HoggUN Security Council resolution 955 of 8 November 1994 established an international criminal tribunal for Rwanda and investigators have begun work in the region. It will be for the prosecutor of the tribunal to decide who will be brought to trial.
In addition, the United Nations development programme has developed plans to help rehabilitate the Rwandan judicial system.
