To ask the Secretary of State for Health how many NHS bodies have a publicised system of informing staff whom they should contact if they suspect wrong-doing; what measures are in place to encourage NHS bodies to offer such advice; and if she will make a statement. [28719]

Mr. Malone

The codes of conduct and accountability for national health service boards, published in April 1994, make plain that all NHS boards are responsible for ensuring that staff have a proper and widely publicised procedure for voicing complaints or concerns about maladministration, breaches of the code and other concerns of any ethical nature. The NHS executive's guidance to staff on relations with the public and the media—EL(93)51—clearly indicates the manner by which staff concerns about health care issues should be raised.
