To ask the Secretary of State for Foreign and Commonwealth Affairs if the Indonesian electricity authority has now awarded the equipment supply contract for the Samarinda power station and the contract for the associated transmission line referred to in his answer to the hon. Member for Monklands, West (Mr. Clarke) of 7 February 1994,Official Report, column 68; what are the names of the British and Indonesian companies involved; what will be the generating capacity of the power station; what will be the geographical area within east Kalissantan to be served by the power station; and what proportion of the power generated will be for domestic consumption and what proportion will be for commercial consumption. A contract was awarded by the Indonesian Electricity Authority in March 1995 to Parsons Turbine Generators Ltd. for the supply of power station equipment. In May 1995 PLN awarded a contract for the associated transmission line to a consortium comprising of PT Pauwels Arya Sada Contracting and Clough Smith Ltd.

When fully operational the generating capacity of the plant will be approximately 60 mW. Power will be supplied to the Samarinda and Balikpapan districts. The March 1989 feasibility study forecast that 14 per cent. of the energy generated would be for residential consumption, with the remainder going to commerial users.

Member for Eccles (Miss Lestor), regarding the Indonesian tropical forest management project: sub 1, what are the locations of the main lowland Dipterocarp forests affected by the project; if he will name the senior policy makers advised under the project; what are their positions within the Ministry of Forestry or provincial forestry services; and who the Government engaged to provide advice under the project. The main lowland Dipterocarp forests affected are in Kalimantan and Sumatera. The senior policy makers involved with the project in the Ministry of Forestry are: the Minister of Forestry (lr Djamaludin Soeryohadikosumo); the Minister's Policy Advisers (lr Triyono, lr Roedjai, lr Ari Soedarsono, lr Armana Darsidi, Dr. Soekardjo); the Director-General of Forest Utilisation (lr Titus Sarijanto); and the Secretary-General (1r Oetomos). We have engaged LTS International Ltd. to provide advice.

The Ministry of Forestry is implementing the project. We have engaged LTS International Ltd. to provide advice.

The project is being implemented by the directorate general of forest protection and nature conservation. We have engaged LTS International Ltd. with the Asian Wetland Bureau to provide advice.

Member for Eccles, (Miss Lestor) regarding the Indonesian tropical forest management project: sub 2, what provinces in Indonesia are covered by the project; and who is being engaged by the Indonesian Government to carry out the project. Central Kalimantan, Jambi and Riau provinces are covered by sub-project 2 (provincial management).

The project is being implemented by the Provincial Forest Services, guided by the Ministry of Forestry regional offices in each province. We have engaged LTS International Ltd. to provide advice.

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 1 February,Official Report, column 704, to the hon. Member for Eccles, (Miss Lestor) regarding the radio communications system for the Ministry of Forestry in Indonesia, if he will list the nine provinces in which integrated radio communications networks and associated facilities are being installed. [27837]

The integrated radio communications network and associated facilities were installed at the Ministry of Forestry's headquarters in Jakarta and in the following provinces:

  • The four Kalimantan provinces known as Selatan, Tangah, Barat and Timur, and:
  • North Sumatera
  • South Sumatera
  • Riau, Sumatera
  • North Sulawesi
  • South Sulawesi

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 11 May,Official Report, column 584, if he will give the exact date on which full and formal appraisal documents were submitted by the Overseas Development Administration and the Department of Trade and Industry in respect of the aid and trade provision support for the offshore supply vessels project; and by whom the appraisals were undertaken. [holding answer 12 June 1995]: The Department of Trade and Industry's appraisal document was completed in May 1984 and that for the Overseas Development Administration in June 1984. Each appraisal was conducted by officials of the relevant department. The ODA obtained additional advice from technical staff of the Crown Agents for overseas Governments and Administrations and from staff of the British Council on the training aspects.
