To ask the Secretary of State for Wales what proposals he has to review the participation of the Welsh Development Agency in urban development schemes following the 29th report of the Committee of Public Accounts on the Welsh Development Agency; what consultations he has had with the chairman of the Welsh Development Agency concerning compensation to affected third parties and the future of joint venture schemes. The Government will be responding to the 29th report of the Committee of Public Accounts in the usual way in the form of a Treasury Minute.

The Welsh Development Agency's participation in urban development and joint venture schemes is governed by guidelines which were revised in March this year. The revised guidelines took full account of the recommendations of the Grant Thornton report, and were subject to consultation between the WDA and my Department. Copies of the revised guidelines were placed in the Library of the House. The agency has also revised its procedures.
