To ask the Secretary of State for Foreign and Commonwealth Affairs in what respect and to what extent the police management training project in Indonesia benefits the poorest people in that country.

A more efficient and better managed police service should benefit the population of Indonesia as a whole.

To ask the Secretary of State for Foreign and Commonwealth Affairs what criteria applied to the provision of aid to police forces at the time his Department approved the police management training project in Indonesia. [34711]

Mr. Hanley

Support designed to enhance the competence and effectiveness of a national police service can play a valuable part in the general improvement of public services on which economic and social development substantially depend. The police management training project in Indonesia was approved on this basis.

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 30 June,Official Report, column 803, if he will place in the Library a copy of the project completion report on the radio studios rehabilitation project in Indonesia.

[holding answer 13 July 1995]: As made clear in ODA's code of practice for open government, release of project completion reports requires the consent of the recipient Government. We are contacting the Indonesian Government accordingly.
