To ask the Secretary of State for Scotland what are the criteria he uses when deciding whether or not to endorse a recommendation from a health board to close a hospital. [34802]

[holding answer 17 July 1995]: Before approving closure of any hospital, my right hon. Friend needs to be satisfied that the health board has consulted about its proposals in accordance with established guidance; and that it has considered fully the responses to consultation. My right hon. Friend also takes into account any further relevant information brought to his attention.
