asked Her Majesty's Government:

Whether they have checked the allegations made in the Amnesty International report on Rwanda entitled Arming the perpetrators of the genocide, and what additional measures they will propose to the United Nations Security Council to stop arms and ammunition entering the region via Goma or any other route.

We share the widespread concern at possible breaches of the arms embargo on Rwanda. The UN Secretary General's Representative, Mr. Ajello, recently visited the region and addressed these concerns. We await his report and will consider what action should be taken in the light of it. Meanwhile, the allegations made in the Amnesty International report have been passed to HM Customs and Excise, who are responsible for the investigation of allegations of violations of the United Kingdom order implementing the arms embargo.
