To ask the Secretary of State for Transport if he will list from the date of each agency's creation, by agency, the annual salary including performance pay and bonus payments of the chief executive. [31827]

There are eight agencies in the Department of Transport as follows:

Vehicle Inspectorate Executive Agency

Mr. R. J. Oliver was appointed chief executive on creation of the agency on 1 August 1988 and was reappointed in 1991 and 1994. His salary on appointment was £30,644. Subsequent salary changes were:

For the period 1 August 1988 to 31 March 1991, Mr. Oliver received a non-consolidated performance bonus of £5,000. For the year 1 March 1991 to 31 March 1992 he received a £2,400 bonus; for 1 April 1992 to 31 March 1993 a £2,400 bonus and for 1 April 1993 to 31 March 1994 a £2,800 bonus.

Vehicle Certification Agency

Mr. D. W. Harvey became chief executive on creation of the agency on 2 April 1990 and was reappointed in 1993 and 1994. His salary on appointment was £33,991. This was subsequently changed as follows:

Driver and Vehicle Licensing Agency

Mr. S. R. Curtis was chief executive from 2 April 1990—on its creation—to 2 January 1995. His salary on appointment was £43,350. Subsequent changes have been as follows:

For the year 2 April 1990 to 31 March 1991, Mr. Curtis received a non-consolidated performance bonus of £750. For the year 1 April 1991 to 31 March 1992, he received a bonus of £2,250; for 1 April 1992 to 31 March 1993 a bonus of £5,782 and for 1 April 1993 to 31 March 1994 a bonus of £6,762.

Dr. S. J. Ford was appointed chief executive on 3 January 1995 at a salary of £52,704 which was increased to £55,000 on 1 April 1995.

Transport Research Laboratory

Mr. H. J. Wootton was appointed chief executive on creation of the agency on 1 April 1992—ACE designate from 11 November 1991—at a salary of £65,520. Subsequent changes are as follows:

For the part year 11 November 1991 to 31 March 1992, Mr. Wooton received a non-consolidated bonus of £3,150; for 1 April 1992 to 31 March 1993 a bonus of £5,897; for 1 April 1993 to 31 March 1994 a bonus of £6,650.

Driving Standards Agency

Dr. CM. Woodman was chief executive of DSA from its creation on 2 April 1990 to 31 August 1993. His salary on appointment was £36,818. Subsequent changes were:

For the year 1 April 1992 to 31 March 1993, Dr. Woodman received a non-consolidated bonus of £1,250.

Dr. S. J. Ford, grade 5, was chief executive from 1 September 1993 to 2 January 1995. His initial salary was £47,900. This increased to £48,858 on 1 August 1994. For the year 1 September 1993 to 31 March 1994, he received a non-consolidated bonus of £2,934.

On 1 April 1995 Mr. B. L. Herdan, grade 5, was appointed chief executive on a salary of £58,000.

Highways Agency

Mr. L. J. Haynes was appointed chief executive on 1 April 1994 at a salary of £100,000. On 1 April 1995 his salary was increased to £102,500.

The Coastguard Agency

Mr. C. J. Harris, grade 4 was appointed chief executive on 1 April 1994 at a salary of £47,994. On 1 August 1994, his salary was increased to £50,268. This increase was performance related. He received no other payments.

Marine Safety Agency

Mr. R. M. Bradley, grade 4 was appointed chief executive on 1 April 1994—he was ACE designate from 14 December 1992—at a salary of £45,675. On 1 August 1994, his salary was increased to £46,588.
