To ask the Secretary of State for Social Security what is his estimate of the annual revenue which would be raised by the Exchequer if employer national insurance contributions were extended to cover all benefits in kind.

It is estimated that the extension of employers' contributions to all taxable benefits in kind would raise approximately £250 million in a full year. This is based on an estimate of taxable benefits in kind reportable to the Inland Revenue in 1994–95. It assumes the rate of national insurance contributions payable as currently chargeable under class 1A.
