HC Deb 19 January 1995 vol 252 c607W
Mr. Worthington

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the causes of current unrest in north-west Somalia and the impact on British organisations working in the area.

Mr. Baldry

It is still not clear whether the unrest was caused by outsiders trying to destabilise the Egal administration or whether there has simply been a contest of local clan interests.

Under the state of emergency declared by the administration, all international agencies have been banned from Hargeisa until further notice. British organisations are now focussing their efforts on the humanitarian needs of the 150,000 Somalis displaced by the dispute. Operations outside Hargeisa have been largely unaffected by the unrest.
