To ask the Secretary of State for the Home Department what is the estimated internal cost of each market testing exercise within his Department since 1991.

Up to 30 September 1994, the estimated internal costs of conducting the market tests in the non-prisons programmes and the resulting estimated annual savings in delivery of these services were as follows:

Information on individual Prison Service market tests is not available, but the overall estimated internal cost of managing the Prison Service "Competing for Quality" programme, which includes strategic contracting out, from April 1992 to September 1994 was £3,134,000. The estimated annual savings are £15,062,854.
