§ Mr. MacleanArrangements concerning the ticket allocation for the 1996 European championships are for the Football Association to consider. If requested, the football unit of the national criminal intelligence service would be prepared to offer advice to the FA on applications for the purchase of tickets by English fans. It is a matter for the football associations of other countries which qualify for the tournament to consider their own arrangements, I understand that the Football Association has every reason to believe that they will do so responsibly.
