§ Mr. HoramAs announced by my right hon. Friend the then Secretary of State for Health on 21 March 1995 at column130, the Government arc introducing on 1 April 1996, a new national health service-wide complaints procedure. This will include arrangements for dealing with patients' complaints about access to their health records.
