§ Mr. WattsI have asked the chief executive of the Highways Agency to write to my hon. Friend.
Letter from Lawrie Haynes to Sir Irvine Patnick, dated 11 December 1995:
461WAs you know, the Minister for Railways and Roads, Mr. John Watts, has asked me to reply to your recent Parliamentary Question asking the Secretary of State for Transport, how many (a) non-fatal and (b) fatal accidents took place at each junction section of the M1 from London up to Junction 29 for each of the last three years; how many took place (a) in daylight and (b) in darkness; and if he will make a statement. The Highways Agency is committed to contributing to the Government's target of reducing road casualties by one third by the year 2000 when compared with the average for the UK between 1981 and 1985. Although motorway traffic doubled between that baseline and 1994, casualty numbers increased by 73%, while the number of fatalities fell by 30%. The overall accident rate on motorways reduced from 0.13 to 0.11 personal injury accidents per million vehicle kilometres. The information you require is shown on the attached table.
