Building a culture of lifetime learning is crucial both to sustaining our international competitiveness and to the quality of our national life. It is a shared enterprise between Government, employers, individuals, and education and training providers. The document invites views from a wide range of interested parties by 26 February 1996 on how together we can set a course for achieving the national targets for lifetime learning, building on the progress already achieved.
