§ Mr. David DavisThe UK—through the DTI, British Nuclear Fuels Ltd. and the AEA—has been closely involved in international programmes of safeguards collaboration with nuclear authorities and facility operators in both Russia and Kazakhstan. UK efforts initially focused on the provision of training seminars covering a wide range of safeguards issues. Direct collaboration between UK and Russian and Kazakh operators on facility specific safeguards systems is now being developed as a result of these seminars. The Russian Foreign Minister was not in New York at the time of the Foreign Secretary's visit.
