§ Mr. DorrellAll of my Department's NDPBs are required, under their founding statute, charter, or other instrument of corporation, to publish reports, although not necessarily on an annual basis, and to publish annual accounts. None of my Department's executive NDPBs is required to publish minutes or agendas of meetings, although some may issue public statements about

(e) not subject to published performance indicators;(f) committed to the principles of the citizens charter, which apply to all public services.The board and its members are not public servants, although the administrative staff in the executive office are. In line with the principles of the citizens charter, the OPB published its charter standard statement and code of practice in July 1994, setting out the standards of service the public can expect and telling customers what they can do to obtain help and advice from the OPB. In addition, this publication also incorporates the OPB's enforcers code, published as part of the "Working with Business—a Code for Enforcement Agencies' initiative.
