§ Mr. BaldryKenya's governance has improved significantly over recent years, which have seen the restoration of multi-party politics, serious discussion of422W issues of substance in Parliament and a much freer press. But concerns remain on a number of issues, including the status of the Government of Kenya—United Nations Development Programme displaced persons programme, the frustration by some officials of legitimate political activity, the arrests of opposition MPs, and corruption. The continuation of our substantial aid programme at current levels will depend on further progress on these and other governance issues.
