To ask the Secretary of State for Foreign and Commonwealth Affairs in what ways the Government of Kenya(a) meet and (b) do not meet the yardstick of good governance for the receipt of bilateral or multilateral aid. [19909]

Kenya's governance has improved significantly over recent years, which have seen the restoration of multi-party politics, serious discussion of issues of substance in Parliament and a much freer press. But concerns remain on a number of issues, including the status of the Government of Kenya—United Nations Development Programme displaced persons programme, the frustration by some officials of legitimate political activity, the arrests of opposition MPs, and corruption. The continuation of our substantial aid programme at current levels will depend on further progress on these and other governance issues.
