To ask the Secretary of State for the Home Department what is his estimate of the number of prisoners who were judged to be mentally ill in each of the past 10 years who were transferred from prison to mental institutions. [18161]

Letter from Derek Lewis to Mr. Paul Flynn, Dated 18 April 1995: The Home Secretary has asked me to reply to your recent Question seeking an estimate of the number of prisoners who were judged to be mentally ill in each of the past 10 years who were transferred from prison to mental institutions. The enclosed table gives the number of transfers to hospital from 1985 onwards under sections 47 and 48 of the Mental Health Act 1983. This shows that there has been a marked increase in the number of transfers over the last 10 years, with more than double the number of transfers in 1994 when compared with 1990.

Statistics for 1991 and 1992 are not available as payments under the arable area payments 93W scheme did not begin until 1993. Since 1993, under the integrated administration and control system, applicants have had to make a single application covering all the land which they farm in the United Kingdom and some applications may, therefore, cover a number of holdings which are farmed quite separately on a day-to-day basis. Figures are not gathered which distinguish between individuals, partnerships and agricultural companies.
