§ Baroness CumberlegeExpenditure on staff undertaking management and administration duties outside headquarters is part of operational expenditure38WA and separate information is not available centrally. However, management, defined as those staff on general and senior managers' terms and conditions, represents only 2.6 per cent. of the total National Health Service workforce and 3.6 per cent. of the total NHS paybill.
