To ask the Secretary of State for Scotland what assessment he has made of the impact of the change in local government upon the work of those employed in anti-drug abuse programmes; and if he will make a statement. [17266]

The important and continuing role of local authorities in tackling drug misuse was reflected in the report of the drugs task force, led by my noble and learned Friend the Minister of State. They will be represented on the local drug action teams, which are now being set up throughout Scotland, with responsibility for developing a strategic plan addressing all aspects of the drug misuse problem in their areas. In recent guidance, we have emphasised the importance of drawing the new shadow local authorities into the activities of the drug action teams to facilitate the strategic planning process and to ensure that local government continues to play its full and vital part in the response to drug misuse at local level.
