asked Her Majesty's Government:

Whether they have been advised that there is a realistic possibility of overturning the ruling by the European Commission of Human Rights announced in September in Application No. 19187/91 by Mr. Ernest Saunders; and, if so, on what grounds.

In accordance with the consistent practice of successive governments, legal advice given to the Government is confidential. In any event, it would not be proper or respectful to the court to speculate in public about the outcome of litigation in which the Government are involved. The Government have referred the report of the Commission of Human Rights in the Saunders application to the Court of Human Rights for a ruling, and will argue their case vigorously.
