§ The Parliamentary Under-Secretary of State, Department of Transport (Viscount Goschen)The road system within Heathrow airport is owned and operated by the airport operator Heathrow Airport Ltd (HAL). It is a matter for them to assess the adequacy of the road system and whether it meets the needs of those using the airport. However, I understand that HAL is currently pursuing a series of road and traffic management initiatives and proposes to bring forward major improvements to the airport's perimeter road systems next year. The airport is also undertaking a detailed review of the traffic problems recently experienced within the central terminal area.
