To ask the Secretary of State for Transport what consideration his Department has given to the introduction of a legal requirement that the large goods vehicle test be carried out on a fully laden vehicle.

We have considered the possibility of requiring large goods vehicles to be tested fully laden, most recently in the context of the initiative to facilitate a significant expansion of the arrangements for on-site testing by Vehicle Inspectorate staff at operators' own premises. We have concluded that this would impose an unnecessary cost burden on the road haulage industry.
