Mr. Cohen

To ask the Secretary for the Home Department (1) if he will list those European countries that currently have a system of compulsory identification cards; and which of these countries also have a written constitution;

(2) which European countries currently have a system of voluntary identification cards; and which of these countries also have a written constitution;

(3) which European countries do not have a system of voluntary or compulsory identification cards.

Within the European Union, Belgium, Germany, Greece, Luxembourg and Spain have compulsory identity cards. France, Italy and the Netherlands have voluntary schemes. Denmark, Ireland and the United Kingdom do not have identity card schemes. All except the United Kingdom have written constitutions.

Information about countries outside the European Union is not readily available.
