To ask the Secretary of State for Employment, when he will introduce the regulations covering health and safety conditions in the construction industry.

I hope to announce the final content and timetable for these regulations shortly.

To ask the Secretary of State for Employment, what assessment he has made of the effect on construction costs of the Construction (Design and Management) Regulations.

Mr. Oppenheim

Taking into account both quantifiable and unquantifiable benefits, it is estimated that there will be a net benefit of around £580 million per year.

Mr. Fisher

To ask the Secretary of State for Employment what assessment he has made of the need for additional training in the construction industry to enable people to fulfil the responsibilities of the new health and safety supervisors; and what estimate he has made of the cost of that training.

Mr. Oppenheim

The assessment of the effect of the Construction (Design and Management) Regulations has shown that there will be training needs of those likely to fulfil the role of planning supervisor. It is estimated that there will be a one-off cost of up to £150 million in the first year and up to £7.5 million per year thereafter.
