§ Lord James Douglas-HamiltonScottish local authorities reported the completion of 6,131 dwellings in 1978–79 and 440 dwellings in 1993–94. Local authorities are free to decide what proportion of the substantial capital resources at their disposal for 1994–95 and future years for investment in housing in their area should be used for new building.
