In what way they consider that a continuation of gipsy site provision by local authorities would have undermined private operators.

The Government consider that caravan site provision for gipsies by local authorities has reached an acceptable level, and that the payment of capital grant for public sites is no longer justified. Local authorities' duty to provide sites may have acted as a disincentive to private site provision. Gipsies prefer private sites and the Government encourage them to provide their own sites.
