§ Mr. GoodladWe have no precise assessment of the number of labour camps. But the use of forced labour is an area of human rights abuse highlighted in the report produced by my right hon. and noble Friend Lord Howe after his visit to China in December 1992. We have regularly urged the Chinese authorities to take up my noble Friend's recommendations in this respect.
