What proportion of heavy goods vehicles is now fitted with speed limiters and what arrangements are in place to ensure that limiters are not removed or tampered with.

All heavy goods vehicles over 7.5 tonnes maximum gross weight registered after 1 August 1992 have had to have speed limiters fitted from new. In addition certain heavy goods vehicles over 16 tonnes registered after 1 January 1988 have had to have speed limiters fitted since 1 August 1993. Compliance with these requirements is checked at annual roadworthiness tests and it is an offence not to have a limiter fitted and properly functioning.
