asked Her Majesty's Government:

Why they have not placed in the Library the report of the United Nations Rapporteur on Torture, published on 6 January 1994 and requested on 14 February; why they have not placed in the Library the reports of the UN Working Groups on Enforced Involuntary Disappearances and Unlawful Detention requested on 21 February; and whether in future they will place reports of these bodies, and of the UN Rapporteur on Extrajudicial, Arbitrary and Summary Executions, in the Libraries of both Houses as soon as they are published.

Copies of all three of the requested UN documents are now with the House of Lords Library. The delay derives in large part from the working practices in Geneva, where logistical problems lead to documents issuing some time after they have actually been submitted. We are, however, doing our best to speed up the process in conjunction with the Libraries of both Houses.
