HC Deb 21 March 1994 vol 240 cc9-10W
Mr. Worthington

To ask the Secretary of State for Foreign and Commonwealth Affairs what action he proposes to take to extend the European Union arms embargo on Sudan into a comprehensive United Nations-led arms embargo.

Mr. Douglas Hogg

A global arms embargo would require the passage of a United Nations Security Council resolution. We have not ruled out recourse to the United Nations Security Council, but would not want to pursue this option unless we were sure that this was the right tactic.

Mr. Worthington

To ask the Secretary of State for Foreign and Commonwealth Affairs whether the European Union is making representations that there should be a strengthened and resident human rights presence in Sudan under the United Nations Commission on Human Rights' special rapporteur.

Mr. Douglas Hogg

At the recent meeting of the United Nations Commission on Human Rights we and our European Union partners whole-heartedly supported the resolution on the human rights situation, commending the report of the United Nations special rapporteur, which recommended that the situation should be monitored by national and international non-governmental human rights organisations, who should enjoy free access throughout the country.
