To ask the Secretary of State for Wales what plans he has to ensure that the new local authorities he proposes for Wales will be able to fulfil the statutory duty to provide a comprehensive and efficient library service in accordance with the Public Libraries and Museums Act 1964.

The Local Government (Wales) Bill sets out the powers that it is proposed should be available to my right hon. Friend. The existing powers under the Public Libraries and Museums Act 1964 remain unchanged.

Under the Bill, the new authorities will be required to produce service delivery plans for all services, including the public library service.
