To ask the Secretary of State for Wales which NHS trusts in Wales have changed the contracts of employment of any managers or executives to cash in annual leave not taken.

To ask the Secretary of State for Wales what is his policy on managers in the NHS cashing in annual leave not taken.

Under the general Whitley council agreement which applies to NHS managers employed on centrally prescribed terms and conditions of service, payment in lieu of annual leave may be made in only two circumstances:

  1. (i) where the manager is prevented on account of ill-health from taking his or her normal leave entitlement in the final year of service, and
  2. (ii) where the manager dies in service.

NHS trusts have the freedom to set local terms and conditions of service for their staff.

To ask the Secretary of State for Wales if he will list the monthly taxable emoluments of the five highest paid managers in each of the district health authorities in Wales in(a) March 1990, (b) July 1990, (c) March 1991, (d) July 1991 and (e) March 1992.

The information is not available centrally. Under new codes of conduct and accountability which my right hon. Friend proposes should come into effect from 1 April 1994, all NHS boards will be required to establish remuneration and terms of service committees.
