Mr. Ainger

To ask the Secretary of State for Wales (1) how many staff were employed by the Pembrokeshire NHS trust in(a) April 1992, (b) September 1992, (c) March 1993, (d) September 1993 and (e) January 1994;

(2) how many staff were employed by the Pembrokeshire district health authority in (a) July 1990, (b) March 1991, (c) July 1991 and (d) March 1992.

To ask the Secretary of State for Wales whether the Pembrokeshire district health authority needed his permission to transfer capital resources from the 1991–92 accounts to revenue expenditure in the 1992–93 financial years for the Pembrokeshire NHS trust.

Mr. Gwilym Jones

Revenue funds were carried forward by the Pembrokeshire health authority from 1991–92 to 1992–93 by making an advance payment into the bank account of the shadow Pembrokeshire NHS trust. This arrangement subsequently came to the Department's attention when the authority's accounts for 1991–92 were being prepared. The Department has since made it clear that the accounts of shadow NHS trusts are to be regarded as accounts of the parent health authorities and cannot be used as a means of providing working capital for the trusts when they come into formal effect.

To ask the Secretary of State for Wales what was, in cash and percentage terms, the rate of return on capital for the Pembrokeshire NHS trust in(a) 1992–93 and (b) 1993–94; and what rate is projected for 1994–95.

The information is as follows:

  • 1992–93—£1,438,000 or 4.7 per cent.
  • 1993–94—£1,955,000 or 7.0 per cent. (projected)
  • 1994–95—£1,688,000 or 6.0 per cent. (planned)

For each year, the achieved rate of return is identified through the formal annual accounts process.

To ask the Secretary of State for Wales how many meetings his officials have had with officers of Pembrokeshire NHS trust, Pembrokeshire health authority, Clwyd health authority and Marlow hospital trust to discuss the service review report.

None. The director of the NHS in Wales has been sent a draft copy of the report in the light of his responsibilities as the accounting officer.

To ask the Secretary of State for Wales if the Pembrokeshire NHS trust achieved its target rate of return on capital in 1992–93.

Mr. Gwilym Jones

In 1992–93 Pembrokeshire NHS trust achieved a pre-interest return of 4.7 per cent. against the initial planned target of 6 per cent.

To ask the Secretary of State for Wales if he expects the service review report on the health service in Pembrokeshire to be published.

Mr. Gwilym Jones

As the service review was commissioned jointly by Pembrokeshire NHS trust and Pembrokeshire health authority, this will be a matter for those two bodies.

To ask the Secretary of State for Wales when he expects the report jointly commissioned by the Pembrokeshire health authority and the Pembrokeshire NHS trust and the Welsh Office on the service review will be presented to the commissioning bodies.

This is a matter for Pembrokeshire NHS trust and Pembrokeshire health authority as the joint commissioning bodies for the service review.
