What is their opinion of the legality of the 1981 Israeli bomber attack on Iraq (which is understood to have made use of US satellite-derived intelligence and targeting information) and whether they or the United States now consider this kind of action a legitimate form of "preemptive counterprolifera-tion".

My noble friend Baroness Thatcher, the then Prime Minister, condemned the Israeli bombing of the Iraqi nuclear facilities as a grave breach of international law. We cannot comment on behalf of the United States, but our view of the Israeli action has not changed.
