§ Mr. KeyDuring the period 5 May 1993 to 27 August 1993 an existing member of the Transport Research Laboratory staff studying for accountancy qualifications was absent on study leave. In the interim, a fully qualified128W accountant was hired to cover the period of absence and to assist in the preparation of the first set of commercial accounts for the Transport Research Laboratory. The Transport Research Laboratory did not have the requisite expertise to complete this work in-house.
