To ask the Chancellor of the Exchequer what formula is used to calculate the Welsh Office block grant as a proportion of total expenditure.

Mr. Portillo

The Welsh Office block is determined under established formula arrangements, in accordance with which the block is adjusted by 6.02 per cent. of the changes made to plans for comparable English programmes.

Mr. Ainger

To ask the Chancellor of the Exchequer how much in percentage and cash terms of total public expenditure the Welsh Office block grants represented in each of the years between 1988–89 and 1994–95.
