asked Her Majesty's Government:

Further to the undertaking given by Viscount Goschen on 12th July [H.L. Deb, col. 1638] to consider carefully the matters raised by Lord Ewing of Kirkford in connection with "on the road" charges included in the purchase cost of a new car, what is the result of that consideration.

On further consideration the Government remains of the view that there is no need for an inquiry into the "on the road" charges included in the purchase cost of a new car. I understand that, typically, these charges are in the region of £300–£450.
