§ Mr. RedwoodI have not discussed the current level of financial surpluses with TEC chairmen. However, my officials regularly discuss the planned use of surpluses with TEC chairmen and chief executives during annual contract negotiations and therefore have taken current levels of surplus into account when considering contracts for 1994–95.
