asked Her Majesty's Government:

What arrangements have been made with Mr. Michael Betts and the other members of the independent review team announced in paragraph 514 of the Statement on the Defence Estimates (Cm. 2550) as separate from the work of the Armed Forces Pay Review Body; and, in particular, what fees are being paid to Mr. Betts and the other members.

The independent review team under Michael Bett has been appointed by the Secretary of State for Defence to review Service career and manpower structures and terms and conditions of service in accordance with terms of reference published on 30 March 1994 (Official Report, Commons, Cols. 752-3). These require the review team to consult the AFPRB on matters within its remit.

The chairman and members of the independent review are paid at the daily rate for a Grade 1 civil servant.

What sum has been made available to the independent review team announced in paragraph 514 of the Statement on the Defence Estimates 1994 (Cm. 2550) for professional consultancy services to assist them in their review process.

Viscount Cranborne

The independent review team have not yet determined the extent to which consultancy support will be required over the period of the review. It would not be appropriate at this stage to give details of available funding.
