§ Miss WiddecombeThe White Paper "Competitiveness: Helping Business to Win" restates the Government's commitment to the guarantee of a suitable training place to all 16 and 17-year-old school leavers who are unable to find a job and are seeking training. The guarantee is delivered locally by training and enterprise councils and meets the needs of individuals whatever their ability or training needs.
