§ Mr. WaldegraveAll Government purchasers are encouraged to base all procurement of both goods and services on value for money criteria. They should take into account, as appropriate, the requirements of EC procurement directives, which in the case of services, have been put into effect in the United Kingdom by the Public Services Contracts Regulations 1993, SI 3228. Section 9 of the Government's "Guide to Market Testing", which is in the Library, outlines the main criteria which Departments should take into account in market testing.
