§ Mr. Dalyell
To ask the Chancellor of the Exchequer what account he took of the level of costs of local government reform in determining his allocation of resources to the Scottish Office.

§ Mr. Portillo
The total resources allocated to Scotland are determined in accordance with the established block and formula arrangements. Within those totals, my right hon. Friend the Secretary of State for Scotland set out the amounts he has made available for local authorities, including for the costs of local government reform, in replies to my hon. Friend the Member for Kincardine and Deeside (Mr. Kynoch) on 7 December,Official Report, columns 187–88.
